PAFFREL proposals for PC elections!

PAFFREL has submitted a proposal regarding the forthcoming Provincial Council election system to the 09 Provincial Council and Local Government Election System Review Committee.

PAFFREL Executive Director Rohana Hettiarachchi handed over the proposal to its Secretary today.

Taking into consideration the experience of the past three years in this proposal, the following points have been made expressing appreciation to the Ministry of Provincial Councils and Local Government and the Minister in charge of the subject for appointing a committee to revise the local government election system.

Key points that should or should not be considered as the basis of the amendment

 

The proportional base should be protected as well.

■ The 25% quota for women should remain the same. The divisional base should be protected.

The number of local government members should be at least 30% or less.

 

Considering the above basics, we make the following suggestions.

20% reduction in the size of 1 division

2 Reduce the percentage of the list from 40% to 30%. Otherwise change the existing 60% – 40% ratio to 70% – 30%.

3 Procedure for Proof of Residence

4 Certificate that public officers are on duty outside the competing area

5 Providing assets and liabilities with declarations and nominations

6 At present the rejection of nominations is limited to a few technical matters. Therefore, the following points should be included in the criteria for rejection of nominations.

7 Submission of formal documents to prove the residency in the relevant constituency

8 Obtain a legally recognized document stating that he is a public servant and not on duty in the relevant constituency / If he is not a public servant, he should give an affidavit in that regard.

The 25% mandatory quota for 11 women should be kept the same.

The quota for 12 women should be increased from 10% to 15%.

13 The women who get the highest percentage of votes among the women who contest and lose should be given priority in the selection through lists.
